Yes. I just got this belt tonight and I'm happy to say it did indeed open another potion belt slot.

Okay, notified the developers about this. Hopefully it will be fixed before too long.
What makes you think it's a bug? This is a belt, and the utility is called potion belt. There's a potion belt slot that cannot be obtained via AA's or any method other than this and a few other select belts. There's even a spot in the raw item data marked as potion belt slots. The only actual bug involving potion belt slots is with Lucy. It's got everything marked as 0 in that slot, whereas 13th Floor correctly lists it as 1 in the belts that add a potion belt slot.

I notified the allakhazam.com site developers (who also manage Lucy).
Oh, I see. Sorry, when people say developers about EQ they usually mean the EQ developers. In any case, nice to see it's being worked on. :)
