At 58 this returns "Intricate" defiant armor. Summer 2019
At 59 this returns "Intricate" defiant armor. January 2020
I know because I have a full set of Intricate and thus the right-click to "Summon Defiant Armor" is rejected, and I get to keep the package unused.
Will keep the package, continue and keep trying at each future level-up with this (rarely played) character, and edit this post with the results (if I remember :-))

I opened mine up at lvl 47 and got flawed armor, but the game would let me open the last box because I already had a full set of flawed.
This time I opened 2 and got the breast plate and the legs.
This means we can just buy the cheap pieces in bazaar which will guarentee the pieces we don't have.

At level 66 got Elaborate armor from the packs.
I still received elaborate gear. In General it was said that you'd get the highest gear that would be maxed for you at its recommended level. So I'll try again at level 80 to see if I'll get elegant.

Has anyone figured out at what levels the type of defiant armor you get changes ?
