none of the mobs in kith summon this is important because for every caster they are able to kite even w/o snares i as a 85 bst soloed at this point about 10 of the blood tasks my dots crit for a tops of 500-600 i load up 4 of em and run 5 mobs around dotting the mob i need this was particualy helpfull in this quest.. was only white con mob so far ive came across

Anyone know what npc gives this quest ?

Jarik K`Ahndar just gave me the quest "Power Play" after I did his previous quests. Once those are completed, hail him and say "Now". Quest reward is Blood of the Traitor.
