What does this do?
It appears to be a flavor-only item, surrounding your character with what looks (to me) like red veins of electricity. I haven't looked at it in-game, but the images I've seen bring me to that conclusion.
There is apparently no spell effect, so it doesn't appear to have any mechanical effect on the game other than causing everyone around you to lag a little more.
