Seeds of DestructionI have killed over a dozen wolves, both healthy and infected, in Oceangreen Hills, and not one of them has dropped a Wolf Whisker.
In Oceangreen Village, I have gotten drops about every 6-8 wolves killed. The problem with OGV, is there is not enough wolf spawns. Not sure what their placeholders are. Snakes? Rats? Bats? Undead? *shrug*. Very annoying to run out of wolf spawns for such a rare drop. EDIT: I started clearing the zone of every mob north of the Temple, both sides of the path. I started finally getting a good amount of wolf spawns. They seem to be mainly concentrated on the North West quadrant of the zone.
Maybe recycling the missions for the zone will be the way to go for a refreshed zone that may contain several wolves each cycle.
EDIT: Can confirm that Wolf Whiskers do drop in the Mission: 'A Dread Challenger'. Wolves were mainly populated on the north half of the zone. Out of about 10 wolves in the zone, I got 2 whiskers to drop.

Anyone by chance know what PH's to kill to cycle mob spawns? I just killed 5 gray wolves and 1 infected, and 0 are up now. If anyone has a clue on which mobs rotate spawns or can rotate, please inform, it would help greatly.

drops also from a gray wolf
I have killed a load of mobs in Village and in the instance and in Hills. I have killed everything that moves in the zone, except for the villagers. And I'm about to start chopping their heads off too. Sheesh...I have yet to get a single "wolf whisker" to drop. What am I missing here? I have had some rat whiskers drop, but NOTHING, so far has dropped wolf whiskers. What's up with that? I would assume they would come off the wolves....but...no luck yet. And you never know when Sony will decide to stick a rare drop on a seemingly unrelated mob....like..maybe a bear ate a wolf..and has his whiskers..etc
Can anyone confirm what critters these are SUPPOSED to drop from?

Had the whiskers drop of a healthy wolf and an infected wolf in the Village. Good Luck :)

Confirmed, had them drop of an infected gray wolf in the Oceangreen Village today
Can confirm that they drop from both "a grey wolf" and "an infected grey wolf". They aren't that rare, but they're definitely not common.
