Yes, this and the Improved Twincast AA work with DoTs. The Twincast AA (that's passive and works randomly all the time) does NOT.

It is level 85 but you need enough faction to get the spell. Currently trying to figure out how to make it now but so far no joy; as of VoA they made it re-searchable.

You need to grind Oceangreen faction for a while and get "warmly" with (Cirtan, Bayle's Herald) inside the fort.

I finally got this spell today and all I can say is...Do NOT hesitate in getting this, it's a requirement in my humble opinion!!!
Do not confuse this as the same thing as the twincast AA we all get, this spell is the real deal, and gives you 100% control over your twincasting! The AA version procs so little it's hardly noticeable. Plus, the AA is just a nice extra to have on the side for when reuse timer is down on twincast spell!

Spell Facts and AA tips:
This spell combined with your beneficial buff timer extension AA will allow this Twincast RKII spell to run active for 24 seconds total. It also stays active the entire time while you keep nuking all damage spells.
The reuse timer is kinda long (320 seconds). Considering how potent this spell is, it's not that bad of a timer.
Be sure your Subtlety AA is maxed out, since this spell will be a huge aggro magnet. Other hate reducing AA's you can train will be a must too (like: Vapor Core), so you can use this without drama in groups and pulling aggro off the tank.

Faction Grind Info:
You need to grind Oceangreen faction for a while and get "warmly" with (Cirtan, Bayle's Herald) inside the fort.
I recommend you do all the non repeat quests 1st down in he darkpaw camp especially (all blackburrow quests). Sadly, this will not even get you to your goal. You will then need to grind the repeat quests for a while.
The 3 best (and easiest) repeat quests I found:
-Do Sergeant Bronal's 2 repeat quests (he is in the south of map)
-Do Jeneca Orlofen's quest, she gives biggest faction boost of the 3 quests (she is inside the fort).
All 3 of these are 5 hour timer repeatable and are super easy to finish.
I would say repeat all these 10+ times (it will take a few days if you stick with it hardcore)... longer if you do not.
Here is a list of standings in order if you do not know them:
Threateningly
Dubiously
Apprehensive
Indifferent
Amiable
Kindly
Warmly
Ally
