Managed to get the Snake in the Grass flag (100 kills) trying to get one. Nada. Either they have goofed at the loot chart end of it or they've made this a roadblock to the quest series, not sure which.

Used in the quest "Salving Grace". Fairly common drop from any snake in Oceangreen Hills. Can be prelooted, only need one.
