With the name 'flail', one would think it would be a whip. Instead, they use the mace icon and make it blunt.

Truth be told the flail is a weapon used by peasants that were not allowed true weapons. The flail was originally used to thrash grain. It consisted fo two pieces of wood attached by some sort of chain link...this link was very small only 2 or 3 links. Peasant's could use these items as weapons without being harassed by nobles. Or if we're talking about feudal Japan, the flail was called Nunchaku (that's right Nunchuks are a form of flail) so 1hb is the right type of damage. For clarity a mace is just a glorified club and a morningstar is the ball and chain. It's kind of interesting that many weapons (especially those used by practitioners of Ninjitsu), started out being farm implements.

You got it almost right.. here it is:

Mace: Same as you said, a glorified club. Usually a handle with a cylyndrical, studded had on one end.
Morningstar: A mace handle with a spiked ball on top, ad no chain.
Flail: A mace OR morningstar head attatched to a chain, which i attatched to a mace handle. And yes, the principal of a midievil flai came from the peasantry flail and the nunchaku.

Technically a Flail is closer to a mace or a morningstar than it is to a whip, consisting of a a heavy, blunt head, sometimes spiked, attached to a sturdy handle by a short length of chain, or sometimes by a single link.

Actually a flail is a usually a spiked ball on a chain- a blunt weapon.
