Just got one today. Found on a bear cub near the entrance. It's fairly rare as I've been killing lots of these animals here and first I've found.

Dropped off a mountain puma ... so it appears it could probably drop off just about anything in the zone

That's not a rare drop, its actually a very common drop zone wide in blackfeather roost.
