The petrified skull is for the Grand illusion quest from Phara Dar from Field of Scale. I think it also updates Skull of the Ancient quest from Phara Dar.

You probably killed the one in Field of Scale. The Commander in the Field of Bone (Cabalis stone in PoK)drops the petrified skull.
