I'm a druid and I don't mind one bit that this item exists; in fact it's high time it does. The reason is this; us druids and rangers get snare at level 1 and 9 and you either have to have tons of money or a 50+ character get these puppies. Not exactly an easy reward. And no, it won't diminish a druid/ranger's group usefulness; who wants to waste one of the charges on one of these when you have a friendly druid sitting back, who can spend a tiny bit of mana to ensare the mob? My 2cp.
Actually these items are rather easy to get if you do the quest. So far I have seen about 5 or 6 names. 2 of them drop this, Katcha and Tiako. Chakiza drops a 1h hammer (10/21 2 disease dmg), Takacha a 2h staff (30/45 7 disease dmg) and another one drops a dagger (13/28 2 disease dmg)(forgot to write his name down).
I use this gland just cause of the fact its instant cast and I am lazy. I have snare myself, but this lasts so much longer than bard snare. It makes it so I can just fear instead of fearing and snaring back and forth.
This is one of the drops off a named while doing the caller quest in Fungus Grove. Do not expect to be getting enough of these to ever be able to use them any time you feel like it. I've spent about 10 hours total doing the quest, and I've seen 1 of these drop.
In my opinion, the best use for these would be for a warrior to use when engaging a big mob for the high taunt value of snare. IE, send in the main warrior, have him use this and "solo" the mob for 10 seconds or so, thus building up lots of aggro, then send everyone else in. Pretty standard tactic for big encounters, this item just helps generate a little more hate, ensuring the mob sticks to the warrior when other people start engaging it also.
Now Monks can fear kite just like the Necros and Shadow Knights. Even though my instill doubt is at 200 the fear isn't as reliable as the cast version ( it might kick in 33% of the time if I am very lucky) haveing this item set on a hot key will make life for soloing monks a touch easyer 8-)
Finally I can solo effectively. Debuff, pet (not earth =]), snare, nuke, move until pet gets aggro, nuke, rinse repeat. You could do this before but trouble was finding some mobs slow enough for the pet to be really effective. Even with Expedience pets are still hooribly slow.
Druids and rangers do not hold the monopoly on snares, and this item, even if it were easily attainable, is not something that would ever threaten their usefullness.
It seems to me that perhaps you have a specific issue with a specific Druid or Ranger, none of those that I know would be ticked off about this. Heck, I may grab one for my wife's cleric, so she can Snare when I'm not around.
As far as being better than everyone else... its been a LONG time since I've heard that used in referrence to the Ranger class *snicker*
I play a druid and ranger both, and couldn't care less about this item having a spell that I got at level 1 on my druid and level 9 on my ranger. It'd be like enchanters crying over all the items out there that have flowing thought 1 and 2 on them.
This definately has the potential for a fun toy. Give a few of these to a DE cleric...use it to snare....then with the third symbol of Inny (right click fear)....then you have a fear kiting cleric : )

Actually, the Regent(third) Symbol of Innoruuk is clinging darkness. Clerics do get the spells "Fear", "Invoke Fear", "Inspire Fear", and so on. My main is a Tier`Dal Cleric who has done a bit of FK'ing in his day. The only problem with the symbol is the LONG casting time (7 seconds I believe, maybe longer), so if this swollen gland was insta-cast or a bit less time, it may be worth the time for the Tier`Dal Clerics.
A helpful hint, some great dueling spells = Flash of light (Fast casting lvl 1 blind), Clinging Darkness off the Symbol, and Fear. Voila, your pvp cleric is in place. ;)
