With a Cha of 75, I sold this to one of the PoK Vendors (craft ones near main bank) for 1g 7s 8c.

It drops off of all of the Recondite’s in Paludal: Bandit, Burlgar, Catburglar, Charlatan, Deceiver, Demagogue, Footpad, Pickpocket, Swindler, Delver.
