Tratlan Matrick in PoK will offer to sell it to you if your (unmodified) tailoring skill is 300.

When I checked with skill of 296, it did not show up in his sales list. I tried equipping my trophy, but it didn't seem to help.

I checked several different zones and had the same result. Listed as being sold in PoK, Baz, Abysmal, and also checked vendor in S. Queynos. Found Extravagant, Ornate, and Simple Weapon Tailoring only. This is extremely frustrating. WTF Sony!?! is all i can think of atm. Please help us.
