I got these from a regular dar ghoul in L Guk. My guess is someone planted it on him. I was the only one in the zone at the time, but noticed that pretty much everything near frenzy was cleared out.

These dropped for me off a Ry'gorr legionerre (sp) in Eastern Wastes last night. The Ornate defiant plate bracer, ornate defiant plate armguards and the rough defiant plate gauntlets also dropped off of random Ry'gorrs during the couple/few hours I was in there. Weren't common, but definitely do drop after wiping the fort time after time.
