Quest isnt really broken, you just have to hand in the item to Miller instead of Arbogast, and they will walk to bank.

Had the same problem on Tarew Marr, until a GM told us to try it this way, and the quest worked.

Same thing on Fennin Ro. Finished it last night. Had to give the black wrapped item to Miller, not Arbogast.
