*** The Short Short Version - Not Likely! ***
I had (unexpected) help from a guild in taking down the Black Dire at about 30th level. Aside from that, I did all parts of the quest up to getting the shield and boots (I LOVE those boots!) before I hit 43rd level. I started at about 15th level (or whenever the Marauders in the beach-cave in the Field of Bone are yellow-to-even fights mostly), and I think I got my boots at 42nd or so, maybe earlier. I was hoping to finish my epic a few months ago, at level 47 - I just had to get the tear and raid the Hole, and I was raiding CoM pretty much every other week anyway, so it definetly seemed possible. I was so excited!
*** I went on a Hole raid with the expectation of getting my epic piece there. Just shy of the final stretch to High Scale Kirn, well into the raid, the sponsoring guild informed me that I would not be eligible for getting my item, as their shammies were first (they had said otherwise well before I wasted so much time with them ... but they're obviously bastards!). Anywho, this led to a discussion about when you COULD get the epic, and I dragged our lead GM into the fray.
Morell-Thule head GM ... mr. high-elf-name-withheld, informed me then that while so far all the mobs had spoken to me, ...

YOU CANNOT GET YOUR REWARD UNTIL YOU ARE 50+.

Even if you play well using SKILL instead of lemming-like numbers, and you complete the quest legitimatly, and all the mobs talk to you and indicate that you're doing a good job, saving the world, bla bla bla, you WILL NOT GET YOUR REWARD.
I have enjoyed Everquest for close to 3 years now, but I almost quit that night. =(
I do not currently remember if he said you have to be 50+ or 51+, I'd check with YOUR head GM and get the facts before you waste your time. I understand they don't want 'uber' guilds twinking 1st level characters with the spear, but GOD DAMMIT if I can get enough friends together to KILL MY GOD I should be able to get the F'ing spear.

This was before the so-called 'halloween event' where 13/26-whatever proc'ing 100pt DD 1hb weapons were rotting, waiting for ANYONE to get to the loc and pick them up. Why not just give planar gear randomly upon character creation? I remember when we fought tooth and nail to get ANY magic weapon, when I left a server because I was tired of seeing 14th level idiots in Lambent running around getting people killed in Unrest, back before a weapon with a ratio similar to 22/40 was common crap to sell to a vendor. This kind of event leads me to believe that the game has degenerated into 'Neverquest' and we're all supposed to have 'phat lewtz' at 5th level and sit around fighting over the easy leveling spots like a bunch of overweight cattle. I can see what they were trying to do with Trivial Loot code, but it's a stark contrast to the general trend of EQ. Maybe it's time for a 'single player' EQ. Maybe it's time for a game that encourages a challenge instead of zombified hack'n slash. Maybe it's time I got off my soap box.

It's an EPIC Quest. It's SUPPOSED to be hard. I just wish they'd let you get what you've EARNED. (risk vs. reward, anyone?)
