Ok, I am up to the point of turning in the Sparkling Gem to the Spirit Sentinel. When I went to him in Emerald Jungle...he was under water and conned Amiably, which is the right amount of faction for this turn-in..so..i hailed him and no response, so i gave him the sparkling gem and he said I dont help beasts like you or something and took my gem. So, if any of yall have any idea why this happened just post something.

yes that is right when i turned in my gem i has no faction but you do not turn the gem into the spirit underwater its the one in a hut that you give the gem to i hope this helps you i am upto the point where i need to get 3 books from city of mist but so far did everything that said on the website to do and it turned out ok for me do i wish you good luck on yours.
if i remember correctly, the sentinal was in a house (ruins) in EJ not under the water

does anyone know the damage on the clickable effect for this weapon? I got it the other day, and found it hard to see sometimes if the curse is doing any good or not.

That's because it's a splurt-type DoT. It starts doing low damage per tick, then the damage increases until it is doing major damage at the end of the spell. So if you used it on a mob that died pretty quick, you wouldn't notice much.

The spirt you are suposed to give the gem to is at loc +1250, +300, In a small building.
The spirit you gave the gem to, is the one you give the 3 books you get in CoM later in quest.
