To get to Aid Eino, take the elevator in the library (located on the first floor next to Wanderer Thermon). In the room at the top, Aid Eino is the human; looks like a monk. Simply hail him for the note.

Got this from Aid Eino in Plane of Knowledge at the top of the library. You must have the collector's bag to get it. May also take more then 1 hail to get it as he normally gives you a note.
