I killed about 60 of the frogs by the tornado with no drop, but the amiable ones by zone in i got it from the second kill.
I killed and after 12 of my 18 toons got the tongue, they stopped dropping totally. i killed for 1.5 hours and zero drops. so I tried tried logging several times but nothing. so gonna zone and go do another one and come back.

Oh they definitely seemed to be the best, but I need 18 total. The frogs already up.. did amazing.. next 3 full spawns (0), goose egg, nadda, nope so I also decided to run around one of my toons while waiting on respawn. For me was the best use of my time versus just sitting
The tornado has nothing to do with this one; in fact, I didn't even bother testing those mobs as you don't have to go any further than the zone in for this drop. The frogs near the zone in will do. Drop rate is greater than 75%.
I killed one "storm drenched nophtan" next to the zone in and got the tongue! Was the easiest of all the drops.

I killed about 40 frogs in where the tornado is at and nothing. I went outside to the south along the water and got it on the 3rd frog.

Found this in Plane of Storms off of a Tempest Toad.
From random frogs on PoStorms. For the 9th anniversary collection quest. Best place is in the tunnels in the middle of the zone.
