I still keep these on a couple of my chars since its basically a SoW that can be cast in zones a regular SoW cannot.
So if you already have run 7 or 8 you mind as well just destroy these as useless?
Swiftness is 65% at level 60, while Run 7 is 64% and Run 8 is 71%, so yes.
Currently, Innate Run Speed AAs go to Run 5. Whether Run 5 equates to 50% additional movement speed, I don't know.
