I think cold dmg is checked against resistance every time you land a hit. If the resist fails, the dmg is added like a DMG Bonus is added: on top of your normal damage for that hit.
For instance, let's take a character wielding this with a dmg bonus of 6. On a succesfull hit of say 20 dmg, the 6 dmg bonus is added, a Cold resistance chack is made, if it fails the cold dmg is added.
so: 20+6+3=29 dmg

To the best of my knowledge and from what Verant has had to say about it, when the mob is attacked and you are wielding this it makes a check against its cold resist. If it resists, normal damage is done. If it fails, then the cold damage is added to the weapons normal damage, making the damage a 12(in this case) for that attack. Therefore against creatures with a weak cold resist this weapon would effectively be a 12/21, a respectable ratio.

I am pretty sure a resist check is made with each attack. If anyone knows differently or has some experience with one of these types of weapons please let us know.

I went back and looked to see if I could find this in the original patch message when Luclin was released. Here it is from the December 4th patch message.

"There are several new item classes (types) in the world. For example, there are weapons that do enhanced damage versus certain races (e.g. Perhaps you'll find a +2 vs froglok sword, or a +4 vs Bear club. In addition we can do the same type of thing with types of creatures (+3 vs humanoid, +1 vs Undaed). We've also added elemental modifiers (e.g. a +4 Fire sword). The bonus value is calculated as and increased DMG stat on the weapon, except that the elemental portion is run through the resistance system before calculating the strength of your hit. There are some items out there with bonuses to some more interesting stats, but we'll leave it to you to figure them out."

The important part to note is

Notice it said DMG stat and not Damage Bonus. So hopefully that helps to clarify the issue some. Remember that this is what Verant had to say on the matter and not me.

Additionally there is Bane damage as well. This is supposedly unresistable damage that is simply added. It seems like this is usually vs body types though such as Bane Undead, etc...

Makes sense that a Shaman could use daggers, as they are piercers, but I don't recall having ever seen any shammy-compatible daggers. Anyone?

Shamen can use a Bronze Main Gauche and Blood Stained Fang.
