This is obtained and used during the Loyalist Shield of Honor quest, aka Vampyre Troubles. It is a necessary and required item of the quest.

Nathyn does spawn, when ever the server comes up.
I've given him the badge 2 times now. He returns it and you must ask him about Zevfeer, he gives you a note to return. When you do return that you get a note to give to legionnarie falion. He spawns at the gate in tenbrous, the guards change every once in a while so you might have to wait for him. When you give him the note it spawns a Vah Shir vampyre, forgot the name. The cat will be indiff to you so you can hand him the badge. When you do he attacks you and you have to kill him. Haven't done that yet. If you give Drelic (or whatever his name is) the badge early, he tells you what you need to finish the quest. The badge of service, a magus of something, and zevfeers ashes. Also, Nathyn does not respawn after you hand him the badge until the server goes down. I hope this is a bug.

Step 1: The quest starts with Phenic Dionicas in Katta Castellum. You say, 'I will track down the defilers' Phenic hands you a note which he asks you to take to a record keeper in Shadow Haven. Go and see Record Keeper Ajar in Shadow Haven and give him the note. He returns to you a list of names. Go back to Katta Castellum and give the list to Phenic. Phenic then gives you a Katta Castellum Badge of Service. He tells you to go ask Nathyn Illuminous about a person by the name of Valdanov Zevfeer.

Step 2: Nathyn is located in a small house near the ramp to the lower area of Katta, its guarded outside by two Sonic Wolves. Give the medallion to Nathyn, who is upstairs int he main room and he will cooperate. Ask him about Valdanov Zafeer. Go through his dialog and he sends you back to Phenic with a report. Phenic then sends you out to the Tenebrous Mountains to give a set of orders to Legionnaire Falion. He is one of the guards at the Katta Entrance on the left side. Max time I waited was 15 minutes.

Step 3: Give him the orders. He tells you he's seen a strange Vah Shir walking between the Cotierie Castle and the Grimling Mines (southern part of the zone, near the Grimling Forest Zone line) The one you're looking for is a cat person named Kerzar Clawtore. He can take up to 30 minutes to spawn. He will be indifferent, and roams near a tower filled with named vampyres and coterie generals and centurions. Give him the medallion. You will get the medallion back. He will then attack you. Kill him, and he will drop to his knees. At this point he invis's himself. Just put see invis on, and you'll see him again. Ask him about Valdanov. Go through his speech and ask him 'what abilities' and he will despawn, leaving an 'old bone key' on your cursor. Four coterie generals will spawn and start to beat on you. They drop nothing rare or any items required for the quest. Feel free to zone into Grimling Forest to evade them, or head back to Katta.

Step 4: Go back to Nathyns house. On the first floor, right hand side there is a secret wall. Inside is a locked chest. (If you run around the outside of the house you will see the Chest and two guards through the window) The locked chest is actually a mob, so give it your old bone key to 'unlock' it. The guards standing behind the chest shout 'You fool! You know not what you have released! Nathyn will have our head for this!' An autarkic shade spawns and aggro's. The two guards assist the shade. Blue to 60, casts what looked to be necro spells, Scourge and Fear being his favorites. The Shade is easy but the two guards can be a pain if you're doing it solo. Best bet is to bring at least one or two friends who can crowd control the guards. When the shade dies, he drops a Autarkic Shade Lord Belt and a worn research book. Both NO DROP. Reading the book reveals it's research done by Valdanov on the blood of other species around Luclin. Turns out Akheva blood is the most desired by Vampyres in general.

Step 5: Now head back to Phenic and give him the worn research book. He'll send you to the Magus building with a note so they can conduct the seance/exorcism. (The Magus building is the huge tower just to the right of the building Phenic resides in) You need to find Lathin Firetree. He is on the 3rd floor (click the painting on the wall where the guards are TWICE). Give him the Shade Belt and the instructions from Phenic. He gives you a pottery sketch and a bottle of Glaze. You need to combine the sketch, a flask of water, and a Large Brick of Clay in a Pottery Wheel. It was not trivial at 150, however if you fail you do recieve the sketch back, so keep trying. (It took me 50 attempts, raising my pottery skill from 135 to 150) Combine the resulting Idol with the Glaze and a HQ Firing Sheet in a Kiln for the final product. (Trivial at 1) Return to Lathin and give him the Idol. He gives you an Idol back, and some Enchanted Records that will document the summoning about to take place on the first floor.

Step 6: Lathin tells you the ceremony has begun. Three mages are gathering on the first floor of the Magus building. He tells you to give the Idol he just gave back to you to Theurgus Ajeea Pulaja. Give her the new Idol and the summoning Ceremoy begins. Do not attack the Shade immediately, there is some dialog and then when done he repops (with 3 friends) and aggros you. The best thing to do is have a couple friends (or 1 with fear) waiting outside the Magus building. After the Lord repops aggro pull them to the group 1 at a time and kill them. Each of the 4 has a Robe (no stats, nodrop).

Incantator Jak Masric says 'Eliminate the shades and I will get Ajeea to safety and concentrate on a ward to prevent any further intrusion and stifle the shades power! Seek me out and bring me the robes of these shades when they have been slain so that we may research a more permanent ward against such creatures on the Conlegium.'

Give the four robes to Jak Masric to receive your Magus token.

Step 6: Return the Enchanted Records to Phenic. He goes thru some dialogue and tells you the quest is almost complete. He tells you to return Valdanov's Ashes, your Magus token, and your Katta Castellum Badge of Service to him for an honorable reward.

Phenic Dionicas says 'There is much that is disturbing about these revelations. I will make sure the Validus Custodus is alert than they already are to the presence of powerful vampyre among our citizens. If you can find this Valdanov Zevfeer slay him and bring me his ashes your Katta Castellum Badge of Service, and your Magus Conlegium Token I will bestow upon you an honorable reward.

The whereabouts of Valdanov are unknown at this time.

Well, I don't think this is for a future quest. When you receive the item, you also get instructions to turn it in to Nathyn. However, he hasn't been up at any point since I got the item, so I have no idea what the effect of turning in this item is. From reading another thread on a different topic on this system, it seems Nathyn may be part of another quest which involves killing him. If that's true, it may be difficult to find an opportunity to turn in the badge.
