You need to have 50 days played to max the stats out for this item.

To get the max stats your character has to have 50 days of time /played. It doesnt matter how long its been equipped, or eq days, its real time, 1200 hours of game time. Since getting this, I just leave my toon logged in overnight or while I am at work to rack up the hours.

You simply loot one of the quest items and it updates your quest log telling you to go see this Drakkin.
TEN ITEMS
To do the final combine to make the charm, you have the nine completed quest items PLUS another Gleaming Hoop of the Silverwing, the earring that drops in Halls of Honor.

Received this as the reward for the 10 item combine of the Silverwing quest.

Did you combine the caster version of the ring from HOH or the melee version. I have seen the melee version drop several times but never the caster version. I was wondering what would happen if I tried to use the melee version. I don't want to do the whole set of quests over.

it will not combine with the GLEAMING (melee). i tried it and it said it cannot do it. you have to use the GLOWING (caster) hoop.

what 10 items?
i got 1 item per quest (20 - 25 - 30 - 35 - 40 - 45 - 50 - 55 - 60 ) and the lvl 65 one doesnt give an item.... so i only have 9 items
