Well unfortunatly, as the Gm's and guides will tell you , you cannot own a camp. I found this out the hard way myself camping a minor item. Someone stole it by nuking it as i engaged it . I petitioned the gm and gm said tough luck you can't own a camp. Guy was a real smart *** and needed to have a kick in the ehad. But oh well, verant sucks at times..

You may not be allowed to own a camp, but if you are engaged with the mob and they attack it and kill it.. thats called Kill Stealing.. and that IS against the Play Nice Policy...
If he had attacked something you had already attacked, and you called a GM in on it cuz of KSing, then he should have sided with you and warned the other person... however, at that point you would have to share the camp tho.
Sucks, but thats the rules.
