I farm these at a rate of one per week in Dragonscale Hills. They sell for $45k on the The Nameless without difficulty.

Langour Rk. II does not drop from any mob and being no trade has no merchant value. It is only available from Tonas in Dragonscale Hills at Kindly faction for 1736pp 1gp 7sp 9cp.
