Tons of wisps per charge or tons of wisps for unlimited charges? You need to recharge it after every nuke?

So is this a Wisp only nuke or does it work on other mobs. Not finding anything that 100% confirms either way, but the cast messages/name of nuke make it seem like it's Wisp only. Still an interesting quest from the lore perspective, but can't see how it's that useful if it just works on wisps.
