This drops off of Souldrainer, a lvl 70 murkglider in Ruined City of Dranik. He can be pulled from the statue camp not far from the zone in, I'm not sure what his ph is but I'm fairly sure it's one of the raomer Nocs or Kyv coming out of the cave with the dragon architecture at the opening. He easiy hits for 2300 so don't bother pulling him unless you have a decent tank.

I just bought these boots on stromm server for 99,500PP. They are a great item for my ranger and better the any other dropable boots i have seen out there.
