I've spent thousands of hours in OOW zones and I have never seen a Riftseeker's Trinket. Is that recipe correct?

Post says it's "CHA: +30", Alla says it's "STA: +30".
Which is it? I'm about to do my turn-in, and I need to know beforehand what the stats *really* are. If it's STA instead of CHA, I'm going to need to turn in my "Silverweave Cap of Enmity" for my "Wreath of Eternal Eloquence", as the CHA lost on my old Bracer will drop me below cap. I'd really hate to find out afterwards that I didn't need to change out my Coldain seal, because that puppy is 4k per move.
