The real reason is that it's a chainmail piece. The four chain classes are Ranger, Rogue, Shaman, and Berserker. Sure, the focus effect is more useful for the Shaman, and effectively useless to the Rogue and Berserker (not sure about that, never played either class), but what about the rest of the stats? My ranger could sure as hell use this piece, if he had another 15 levels under his belt.

I can confirm that the cold focus is useless to a rogue. It'd be nice if maybe cold procing weapons got a boost or something...but no. I wish they'd randomly add rogue specific bonuses to items just for the fun of it. Bonuses to the hide skill, pickpocketing, and disarm traps maybe. Or give random items a +5 to backstab damage. Yeah, that'd be cool.
i was wondering that about the druid/monk/bst one... increase fire based spells... wtf all bst spells are cold. you can tell alot of thought went into this setup
Last time we killed Velkitorin, nobody would spend DKP on the leather chest, so we let a monk in a cubby group loot it. Seemed to make him quite happy!
For Shaman this is a real nice BP - Shaman only have a cold and poison line of DD spells, with cold being the most powerful (and believe me - these spells need all the help they can get...).
