It drops off the mist drakes in sunderock, not the steam drakes. Dranadune and elementals also drop, but I believe the mob has to be a caster.

The bazaar pricing for this on Quelious server is just silly. people pricing it at 500 each...for a powder that makes a scroll that is single use and does under 200 dmg? Vendor value of the scrolls is 9p..what are you traders thinking?
