Wood Elf and Halfling cultural leathers can be worn by most (all?) leather capable races/classes.
The only restrictions are who can make the items(Wood Elves can only make Wood Elf cultural) and who can wear the Imbued items (Karana imbued Vale leathers can only be worn by Karan people.)
These are fine items for a number of classes/races: Reinforced boots are the same AC as banded, and weigh less. My Half Elf Paladin of Karana wears some Karana imbued Vale leathers (Halfling cultural) and weilds a Karana imbued Mithril Fier'Dal Morning Star (made by my Wood Elf Druid Smith - who worships Tunare.) My Wood Elf Druid wears a non-imbued Vale Reinforced Bracer.
Karana stuff is easy to come by as many Plains Pebble foragers imbue the things so they stack: my Wood Elf Druid has been gifted with >>stacks<< of them for making imbued weapons and I hope to use them in the future to make imbued Vale Leathers for my Pally with my Halfling Rogue.
