I won this item on 10/31/03 at WC werewolf event. Dropped on a werewolf. A lot of class-specific stuff dropped that night. Switch around with this and a Tribal War Mask.

when you become level 30 and get the mask of deception from lguk (de illusion) that has 13cha this becomes useless
Not entirely.. the Mask of Deception is +4 AC, +13 Cha, +7 vsMg. As a result, there are a few times you would want to use this mask over the mask of deception.
(1) When you are not charm kiting or handling crowd control. (ie. dot kiting, etc.)
(2) When you are tanking. God knows why you would, but it does happen, and the 1 extra AC will help.
(3) When you need the extra dex. Dex helps with song fizzles, combat skill increases, etc.
I'd probably use the mask of deception in general, because swapping items in and out gets old, but, as bards, we do so all the time anyway, (instruments/weapons), and this mask does have some slight benefits over the mask of deception in the appropriate situations.
