I've killed phini 6 times and all 6 times he's droped this.
Yes. Has dropped everytime for me too.
I think the "Rare" is a bit out. Then again, I think Phinny is on a 12 hour spawn, so this item can only drop twice a day, which is fairly rare. Just depends on how they rate the rarity I guess.

He has dropped it everytime I've killed him as well, only rare part about it is that he seems to be killed minute hes up. Hard to catch him somtimes, since everyone needs his pieces for epics.
