OK don't know how the hell to submit items on this sight so I'll just put this here, the best int caster item to drop is now:

FleshBound Tome- +10 INT +20 Mana, might be another stat i forgot, my guildy got this off KeVagon the Dreadful in EK on Terris Thule, owns them gnoll hide tomes

If you mean to drop during the GM event, then yes it is. If you mean in the game overall, then you are incorrect... there are quite a few 10INT items in the game that beat out the fleshbound tome.
