This dropped in EK only at the Halloween Event. I replaced an INT +4 ring with this one because the overall stats were better.

This dropped off of a undead pawn in East Karana.
This was during the halloween GM event, so it isnt a regular mob for the area. I would guess that these dropped everywhere where the event was going on that night. Rathe Mountains, West Commons, and Qeynos Hills were just some of the places where the event was happening.
