You can get this in either the normal barren Sea on Monkey Rock island, or in the 1st instance (Wild Island) given by Researcher higgins in Barren Coast.

It is a task item for the the task called, "No Small Thing."

It is used as a turn in and in a smithing combine to make "Marnek's Wand of the Burning Dead."
