Omens of WarI've gotten myself from max KoS to amiable but they won't give me the quest. I have the sneaking suspicion that I need max ally but I'm not sure.
What's the lowest faction anyone has done this quest with?

After many raids of the old Veeshan's Peak, faction was obviously max-KOS. Unfortunately, I did not decide on doing any of the quests until after they modified Mistmoore, and the Dwarf King in Kaladim had already been nerfed, and so I was left with bards being the most likely faction source.
After a day and a half of killing the bard in South Karana, both my Rogue and I were at ally and able to talk to the dragons. We are both doing Nexona's quest first.
The faction work is boring, so pop in a good movie and kick back. The Bard respawn timer is 6 minutes.

You are correct. Max ally is needed before the dragons in the NEW vp will talk to you about their quests.

Max ally is not required, but it does need to be pretty close.

This shield actually has +20 CHA and not +20 STA.

Just an FYI, there's one little detail missing from the description (at time of posting this). This item also includes Mana Regenerations +3 !
No, it's there but you missed it: on the right side of the page under "Additional Modifiers."
