has to be random. i was just hunting for exp for awhile and just got it hehe, so would say yea its off any mob that could drop it

Pledge Familiar... after clearing everything from zone to graveyard once, then dieing, then getting corpse and starting the clearing over the 2nd mob from zoneline a Female pledge familiar dropped it.
A lvl 57 SK just before me ran inside castle and mass killed and got a drop too. Seems like just about any mob in the zone has a chance to drop it.

I went in and killed several looking for hoop and had three drop off of different mobs one of which was a wraithish ancille... i think its a various mob drop and not specific to one...
