How interesting that the lore description seems to indicate that it is a fish scale. ;-)

It is a loot card in the Lucan D'Lere promo pack, which you can buy online at the Legends of Norrath store.

Could only buy one weekend I believe.
Before that this was given out to anyone who attended a certain tournament that lasted an entire weekend. It was 10 event passes($10 U.S.) to join, and automatically gave lucan d'lere, the scales, and 3+ booster packs, depending on how well you did in the tournament.
The buyable promo pack was done a little later for folks who missed out.
