The classes on pic do not match the classes listed in database. This isn't a plate item.
Only the exceptions can be exceptional.

At last some items with FT that are for the hybrid class ONLY. It kills me to have to let all the FT items to "real" caster... As if hybrids dosent use spells.

True. But hybrids would prolly still be concerned by it so after all it is a good item for where it drops, is that what you mean ?
My flowing thought is beyond capped. I could care less if it's an effect on an item. If the same item drops twice and only one has FT on it, by all means, it's your's. (The point I'm trying to make is that if you're in Kod'Taz, and went through PoP first, the casters probably aren't incredibly concerned with their FT total.)

They said come OoW the FT cap will be raised.
