these things are pretty nice but I have never ever seen anything like this for Shadowknights. Is it possible to find something like this which isn't "the result of a raid event"?

Of this caliber...no, not even close.
With perserverance and patience LDoN items are the best you can get without any raiding whatsoever. Royal attendant Boots of Sand, aug'd with regen 3, and some decent hp augs...costing upwards of 3 to 4k ap total will get you a pair of boots that are still not as good as these but are nice all the same.
