I received this item in the clearing of the plague of Karana. I logged the whole event here:

Basically Vegalys came out of Qeynos, with team of people to find the source of the plague. If you did the investigator quests WHICH I did, then you will understand the story. I happened to be passing through the Karanas when I found the farmer, and talked to him for awhile and then Vegalys showed up. He didn't understand why a Teir'Dal was there, NOR did he understand that I was on his side, you see I've had this rash for a few years... anyways, I did the Aegis of Life Quest so I guess I'm an ally to the Preists of Life (Life's little ironies). He didn't want to but Vegalys awarded me this amulet.
It's a tough choice between Dabner's, my Regent Symbol, and my Investigator's Badge but they all have there purpose.
The mana's nice, specially after 200 wis. BUT the kicker like Mzion said is No Drop AND the resists. I haven't found a neck piece with 5 resists like that, and that's a nice decrease to those lures that wizzies love to play with in town. If you don't play on a zek you really don't understand so I can see why you wouldn't like this. If you do, then you like it.
Either way, it's the only one in the game, as far as I know, I'm in the Halls of Heroes and I'm pretty proud of it.
And you partly have me to thank for clearing up the plague in the Karanas, so there!

Christ you people need to stop whienging who should get this Suudar a Guildmade of mine who posted thi is well past his max wis i think, and would NEED mana, Plus being on Rallos Zek you NEED no drop gear with resists on it Duh!

Dabner is a Cleric. He was a part of the party led by Firiona Vie that explored Kunark. There's a nice history section at the Harpy's Head Tavern at the Everquest official site that explains all these characters.

Wonder if Dabner is/was a Druid, Cleric or Shaman? Either way, that'd hafta be a pretty big amulet to weigh 4.0!

Dabner is the Flav-o-Flav (Public Enemy leading man)of Norrath. The amulet is actually a wall clock that dangles from his neck as he raps the lyrics, "Git up a-git, git, git down...Qeynos guards are a joke in yo town..." and flashes a golden toothy grin to the ladies.
The fact that this item belongs on a wall rather than around someone's neck explains its weightiness. All of this is in the lore - you people need to start doing your homework.

Sorry for the double post guys,

I agree that Wizzie types should be able to use this as well, but to say that Wis casters aren't in touch with the elements is a bit of a stretch.

Druids get fire based, wind based, lightning based type DD's, as well as shaman, (not sure about clerics, never played one)

So saying they aren't in touch with the elements, is a bit out of touch yourself

Just my two cents

Seems like a mage item to me, or maybe wizard... but CLERIC? Errmmmm... it was my understanding Clerics weren't really in touch with the elements.

Look at the resists on it. Get it now?

It's druid, shaman cleric. I understnad the resistances, but an item accosiated with the elements? Makes sense as a wizard/mage item.

Robe of the Elements.
Torch of the Elements, both mage items.

wisdom casters arn't in-tune with the elements. So an item of elemental power shouldn't be thiers to use.

Hey bone head you ever see druid or shaman spells?
ICE and FIRE dont sound like element spells? lol they dont even try and disguise it they just say POW your frozen or POW your crispied so dont say they are un-alined with elements til ya check up on the spells....... but ok i admit clerics kinda dont have elements in them except the dirt on there buts from sittin all the time lol

It's generally been proven that Wis/Int over 200 does have a beneficial effect when working to raise one's tradeskills.

This is why my Cleric currently has a Wisdom of 206 and will be working to get more.

At high end, 50 MANA is a nice item provided you already have Epic and God Loot that boost your WIS/INT to 200. If I remember correctly, addition WIS/INT over 200 doesn't contribut as much to the mana pool as addtion before 200.

Correct me if I'm wrong, but even at level 50+ 1 wis = 10 mana, so 50 mana would be the same as 5 wis on the item, and would be much MORE than 5 wis at lower levels.

the generally accepted formula is mana = (wis/5)* level, provided your wis or int is 200 or less. so yes, at level 50, 1 wis would give 10 mana.

If my memory serves me right after you have 200 wis/int each point gives one mana.

0-190 wis/int 10 mana per point.
190-200 wis/int 5 mana per point.
200-200+ wis7int 1 mana per point.

I may very well be incorrect as this, as most information about these kinds of things, is just what people told me.
