Alternate advancement takes place after Lvl.51 you will gain a secondary experience pool you may switch between it and your "leveling" experience.
this secondary pool is used to advance your tradeskills and improve some basic skills, as well as give some new never before seen skills to some classes.

Elves most certainly CAN go to PoG. We have a non-KoS support team that goes up with us every time we go, they track and provide between round heals, buffs, and resses. Their efforts are invaluable on a PoG raid. Yes, they have to be careful, faction can be lost very quickly, but the very definately can go, and should go.

A planar item is one that comes from an alternate plane of existance (Plane of Growth in this case) and are semi-uber.

To be more precise:

There are currently 5 planes in the game, but there are many more types of "Planar" armors. Typically the ones you get are dropped in those zones listed as other planes (Hate, Fear, Growth, Mischief, Sky).
With Velious, there are also quested armors, that are in many ways better than dropped armors, but in essence are still planar in nature.

Most classes have at least 5 different types of planar quality armor available to them. Some are much harder to get than others, such as the armor from Mischief, or Sky.
When Luclin comes out, VI is supposedly implementing "Epic Armor" quests, which will be similar to the epic weapon quests they put in the game after Kunark. It's actually kinda scary, considering there could be as many as 13 different epic armor pieces, and each could be as hard or harder than the epic weapon quests. Should keep the high level play as interesting as ever.

I'm fairly sure they canned the idea of epic armour. Luclin is being designed as a small group expansion, not Velious raid style zones with uber loot.

The carrot for high level players will be the alternative xp advancement where you can trade xp for character bonuses/abilities, not epic armour.
