increases proc rates of weapons. base proc rate is 100, and equates to 2 proc's per minute, over time. various weapons have different bases, the summoned cleric hammers are a good example. they're something like 650 as a base, if I remember right. They proc about 13 times/minute. Less dramatic differences are the Bloodfrenzy and Darkblade of the Warlord, warrior weapons. The have base proc rates of 130 or 160 or something, I really don't remember.

So that's what Combat Effects +s do, add to that base and make weapons 'go off' more. It's an AMAZING modifier for warrior gear, because of how it boosts their agro generation over time. It's also quite a RARE mod, do a search :P

Pretty sure it just adds 5 damage to weapon proc damage.

Someone's bound to confirm or post more info soon.
