This is rigged! I'm trying to get a few of these watch quests done for some alts. So far Ive gotten several levels on 2 alts and have the following,
Gear #1 4
Gear #2 5
Gear #3 7
Rod 0
Come on statisticians...what is the possibility of that being random. My experiences are similar in other zones...not quite as bad as this though.
I think maybe you need to get rod in a different area.

The rod will drop it just takes awhile. I have done all the "watch" quest up to this point and it always takes awhile for the rod to drop for me. Just be patient, enjoy the awesome xp, and the rod will definitely drop for you.
I wouldn't exactly call them common. Gear 1 and 2 dropped fairly quickly. 3 took a while and I've been here for 2 levels now and still haven't seen a Polished Rod drop.
