Not crafted, no. It drops in one of the DoD missions, if I remember correctly. Maybe even the non-instanced Hive.

Sorry I can't provide more concrete information; it's been a long time since I ran through the DoD mission arcs.

And, after finally finishing my Mask, I hope to God I never see another DoD mission again. lol
