Katana used one-handed = slow Katana used two-handed = fast
I used to practice Kenjutsu and could land 2-3 hits in one second (wielded 2-handed). One-handed, the katana is like a broad sword: The wrist, arm and shoulder is used to swing/handle the blade. Two-handed it's mainly the arm(s) that is used to swing the blade and it's the puss-pull motion that gives the exceptional speed.
It's interesting to see that the katana is used one-handed in most MMOG. In UO, the katana is the fastest weapon in the game, even thou it's wielded one-handed...oh well.

In real life, I am a collector of katanas, wakizashis, and various other Japanese armor and weaponry. A katana generally weighs anywhere from 2 to 4 pounds, depending on materials used. But let's also remember that EverQuest doesn't go by pounds, it goes by stones. And who knows what a stone weighs in EverQuest.
As far as speed is concerned, 28 delay is fast for the people that would be hunting in Stonebrunt Mountains and getting experience. Swinging once every 2.8 seconds is nothing to scoff at when you are in your 20's and early 30's.

"There is an ancient Iksar saying, that something lasts only as long as the last person remembers it. My people have come to trust memory over history. Memory, like fire, is radiant and immutable. Those who renounce the flame of memory in order to put out the dangerous fire of truth: Beware these men, for they are dangerous themselves... and unwise. There are false histories written on the blood of those who might remember, and on those who seek the truth."
Everquest goes by pounds, always has. A ston is 14 pounds, always has been. Anyone who insists on calling pounds stones so they can feel more 'fantasy' is an idiot. If this item weighed 8.5 stones, it would be 119 pounds. That is a damn heavy sword.
As i pointed out when this discussion popped up about another item awhile back, EQ uses pounds, but not in the way most people probably think. Fetid bass from the waters surrounding the outpost of Fironia Vie clear the whole thing up pretty well i think. A 14lb Fetid Bass weighs 1.4 in EQ, a 7lb Fetid Bass weighs 0.7, etc. Everquest uses tenths of a pound.
