I killed Shei almost every spawn of his for about 2 months. About 12 times. I got him twice since fabled started. The first time he was just regular, second time he was fabled and I got the fabled shears. Seems like a pretty rare non fabled item. You might have better luck during the fabled time frame. Also seems like Shei can spawn regular or fabled during the fabled period. Good luck out there. Also the graphic didn't show on him that he had it.
