No, this is a different kind of Lock of Siren Hair dropping off sirens in Siren's Grotto. They have a TS tag while this item only has a Quest tag.

Good spot to for drops on these seems to be on the beach and just in from the shipwreck. Got 8 drops in about 20 minutes. Razorfins and Tormentors.

The drop rate has been severely reduced same with all the jonas dagmire hand aug tasks that require drops. I literally had to kill hundreds upon hundreds of sailors for the rum. So far i have gone through 3 dozen sirens and have seen 3 drops. I have 4 characters im trying to complete these tasks with. No one even goes into this zone anymore except to do these tasks. It really sucks.
The rock you mentioned has the mob on top of it and the wandering mob near it but killing them 3 times hasn't resulted in anything so the 80% chance thing is out the window in one of the patchs since your post.

Ben killing the ones near the big open lake.. killing like a idiot for 1 hour before giving up and moveing to a different spout before bed.. whent to some part never ben to before to see some fish that looked to be that they were wearing bones for skirts. within 10 mins got all 4 locks of hair. before posting k-illed the 4 again just to see if i was lucky / its common off them.. killed 4 more and got 2 .. so i would guess tormentors drop them waay more commonly.. time for combs !

It is usually a solo pull, there is one wanderer. I have a 80 percent Lock of Siren's Hair drop rate there. Loc is pos 3600 by pos 4400 near the north of the island. Mob stands on a rock by herself, and wanderer has had about a 50 percent drop rate, too, so killing both is preferred. I actually got my Locks of Hair done before the Combs.
the sirens with the skirts seem to drop the hair for the quest, the skirtless sirens seem not to.
i got 3 of my hairs from tormentors, 1 from a razorfin.

Velora Spinefin also drops it, but it seems to be a rare item.
