This item, once forged, needs to be blessed by a Titan spirit (one of the Named gigantic animals in the zone - just hand it to them, they will give it back blessed.) You cannot purify weapons/armor with this hammer, you must get it blessed first. Check out quest description.
Basically its used to purify the weapons and some armor pieces from tower of frozen shadow, im nut shur what all you combine, but you put the shadow weapon in the forge with the hammer to purify it. This gives them FAR superior boosts, and in some cases i believe it adjusts the dmg/delay for the better.
Oh and MONK ITEM!
sory it just seemed really funny in this case, being one of the heavyest worst delay 1hb a monk can use. :)

Incase you guys haven't noticed. It says interim reward used to further the quest. That means that you will at some point turn this in again for an even better reward.

Or in the case of this item, use it to help create (by smithing) somehting into a better weapon / piece or armor. Hence the 'Smithy Hammer' name it carries.
Its a SMITHING hammer you smith racial armor with it never use it for attacking
